Utilities Benefits Stripped from Karabakh Refugees

A recent bill signed by President Ilham Aliyev has rearranged and greatly upset the system of benefits enjoyed by refugees from Karabakh.

While formerly all refugees received 20 manat a month and a limited allowance for free gas, water and electricity, now they will receive only an additional 16 manat and be expected to pay for gas, electricity and water. In many cases, refugees do not even have access to gas, and are confused as to why the government has not provided them with access to cheaper heating and lighting solutions.
