On December 17, the European Stability Initiative (ESI) released a report titled, “The European Swamp. Caviar Diplomacy, Part 2. Prosecutors, corruption and the Council of Europe”

The report describes a series of corruption scandals and instances of bribe – taking involving a number of European politicians in the Parliamentary Assembly of the Council of Europe (PACE), including Luca Volonte (former PACE member), Pedro Agramunt (president of PACE) and others.

“The European Swamp” argues that PACE has been essentially undermined by corrupt countries wishing to both promote their image abroad and to silence criticism of human rights abuses.

The report in its section, “Annex A”, puts forward several suggestions for rectifying this serious problem.
