Presidents Aliyev and Putin sign a declaration of alliance in Moscow

Russia and Azerbaijan will refrain from any actions that could damage the “strategic partnership and allied relations” between the two countries.

The Declaration on Allied Interaction between Russia and Azerbaijan was signed in Moscow on February 22 by Presidents Vladimir Putin and Ilham Aliyev, after they held a one-to-one meeting.

The document establishes that both countries must adhere to the principles of mutual respect for the independence, state sovereignty, territorial integrity and inviolability of state borders, as well as non-interference in each other’s internal affairs, equality and mutual benefit, peaceful settlement of disputes, non-use or threat of force.

According to the Azerbaijani Foreign Ministry, the declaration foresees the development of a bilateral military-political cooperation that meets national interests and that is not directed against third parties. Both countries should deepen mutual cooperation between their armed forces, including launching joint operations and combat training, supply of weapons and military equipment.

It was also noted that in order to ensure security, maintain peace and stability, Russia and Azerbaijan may consider providing military assistance to each other on the basis of the UN Charter, separate international agreements and taking into account international legal obligations of each party.

Beyond the military alliance, both parties compromised to refrain from carrying out any economic activities that directly or indirectly harm the interests of the other party and the further development of economic relations between different industries will be facilitated. Additionally, compatibility of payment systems should be implemented, together with the development of direct correspondent relations between banks of the two countries.

The document also predicts the development of joint projects in the field of agriculture and information and communication technologies.
