On Monday, September 21, the OSCE Human Dimension Implementation Meeting (HDIM) kicked off in Warsaw, Poland amid protests by Azerbaijani activists wearing t-shirts with portraits of Azerbaijani political prisoners,

The annual meeting provides an opportunity for civil society and the governments of OSCE’s 57 participating states to collaborate in promoting human rights and fundamental freedoms across the OSCE region.
Also on Monday, a delegation of Parliamentary Assembly of the Council of Europe (PACE) arrived in Azerbaijan to “assess the electoral framework and campaign prior to the parliamentary elections.” The delegation, led by Jordi Xuclà of Spain, is scheduled to meet with the parliament speaker, leaders of parliamentary groups and parties, as well as heads of opposition parties not represented in parliament. After the two-day visit, European lawmakers will issue a written statement.
