This is the fourth in a series of articles exposing corruption in the Azerbaijani military.
Although Zakir Hasanov is the new Minister of Defence for the Armed Forces he is a familiar face. Hasanov was a commander of the Internal Troops (IT) between 2003-2013, and during these years, he controlled the full supply of the IT, which also serves as the main support base for the ruling government.
Following his appointment, Hasanov carried out a number of reforms in the Ministry of Defence (MD). Not only did he replace some of the old personnel, but also the number of suppliers for the MD. At present, the majority of companies winning tenders with the IT are those associated with the appointment of Hasanov as Minister of Defence. On investigation, the list of tenders conducted by the Internal Troops 2012-2014 as presented by the State Procurement Agency, suggests that the companies winning the IT tenders up until 2013 were also the winners of the MD tenders in 2014.

6. Uhud Ltd. won the MD tender in 2014. The company is owned by Rafig Babirov of Selva Ltd, who won the IT tenders in 2012.
7. 2012-2013 Azmashkom-Tex LTD (legal representative Ibrahim Yunus Gurbanov), Azmashkom-Tex LTD Ltd. (legal representative Khatira Mirkazim Hamidova), the A.B.-ALYANS COMPANY LTD Ltd. (legal representative Elkhan Abdulgani Vahidov) registered at Nasimi District, Mirzagha Aliyev 208, flat 3/2, Baky – the legal address of the Treyder LTD Ltd. won IT tenders and as of 2014, were winners of the MD tenders.
8. When we looked through the Ministry of Taxes register, we discovered that the owner of the Azmashkom-Tex LTD was Chingiz Huseyn Jafarov. The fact that all of the aforementioned companies are registered at the same address (Nasimi District, Mirzagha Aliyev 208, flat 3/2) indicates that these companies are connected to Chingiz Jafarov, the owner of Sputnik-12 Ltd which was .one of the winners of the IT tenders.
The legal address of one of the winners of the IT tenders in 2013, Khazar 11 Ltd., (legal representative Toghrul Vidadi Alakbarov) is Baku, Nasimi District, Fuzuli 18, flat 6. This is also where one of the winners of the MD tenders in 2014 is registered (namely, Elfir-1 Ltd., whose legal representative is Kamaladdin Gasim Mammadov). According to the Ministry of Tax registry, the founder of the Elfir-1 Ltd. is Vidadi Ashraf Alakbarov, and the founder of the Khazar-11 Ltd. is Toghrul Vidadi Alakbarov.
The legal address of one of the winners of the IT tenders in 2013, Loghman-2014 Ltd (legal representative Anar Telman Gasimov) is Sumgayit, 6th microdistrict 27, fl.39. The company Samurat-R (legal representative Elkhan Alif Aliyev), was one of the winners of the 2014 tenders of the MD, and just happens to be registered at the same address.
